On TechRepublic: Windows 7: Slower to boot than Vista?

No, it will be an incremental improvement in the windows product line. Then they will slowly start bringing out applications which require it and start dropping API support for older products like 2000. It's the same rinse-wash-repeat process microsoft always uses. But let's be clear Microsoft is very worried about the future of computing for that very reason, there is very little innovation and what little there is of it is taking place is primary a web based fusion, something M$ has not figured out how to lock in a revenue stream. As for those who like to argue Linux vs Windows the real question isn't desktop, because really either will work, it's a question of applications, if everything becomes web-centric (which it is) do you really care what the operating system underneath is? The answer is NO and microsoft is trying very hard to come up with a strategy that keeps them and their pockets front and center.
