Better understanding, or applications?
One big differnce between how the OS's handle the video interface is how they are going to be used in the end, I would imagine.

Apple's OS is written specificly for 1, maybe 2, families of video chips, interfacing with a MB loaded with specific chip sets that may compliment the video data, whereas Windows must contend with chips from ATI, IBM, Intel, ect. on a variety of MB's.

I would have to imagine that some things had to be left out, or done differntly, in order to have Windows run on the widest variety of machines, no matter what the video/MB combo is.
