Becauase Mac OS is the benchmark for graphics
Firstly, Apple and MS have had a good working relationship since 1984 - Word came from Mac, Office was first released on Mac, Gates learned GUI programming from Apple (pity he didn't learn how to do it properly, but that's the nature of Gates).

My favourite Steve Job's quote is "For Apple to win, Microsoft doesn't have to lose". Apple and MS have had their battle and sorted their differences, they are not mortal enemies.

Secondly, Apple has always had a much better understanding of GUIs and graphics than Microsoft.

For example, compare the UI of any version of Windows to the equivalent Mac OS and there is no question that Mac OS looks much, much better. I use Firefox on Windows, but Safari on Mac (even though I think Firefox is a better browser) because the 'look and feel' is just so much better. I struggle to use Windows at work because the UI sucks hugely - don't get me started!

Also, Mac OS has had much better rendering of colours since the beginning and is still very highly regarded by graphics professionals.

Mac OS X graphics are based on PDF/Postscript, so they are by default very cross-platform and look magnificent. Any designer who cares about their work environment prefers Mac OS.

On the other hand, MS are hoping that by ignoring Linux they give the impression that Linux isn't even worth considering as a viable platform for anything (dream-on MS).

So yeah, MS would like to get as much of their technology onto Mac OS as they can to ensure as many Mac graphics types as possible develop for Windows using MS proprietary technologies rather than more widely compatible and open (but still proprietary) technologies like PDF or Postscript.

And Apple are happy for people to work with MS technologies on Mac OS - why wouldn't they be? MS have had killer applications on Mac OS since day 1 and Apple has been happy to have them.
