Yes, but it was inevitable ...
Its part of much of the third world rapidly moving up toward the first world. First it was about an inexpensive, but highly trained overseas labor force. The issue there has been about exporting jobs. The next phase will be more about exporting technology. As more and more of our technology infostructure is developed and serviced by overseas workers, more and more overseas high tech competitors will emerge in unexpected places. We are not only employing their work force, we are also inadvertantly training that workforce and preparing it to compete against not only our own workers but eventually our own tech industry itself.
