Sorry "8bird" but your logic is faulty. The costs you are referring to are borne by those who copy, when they copy. The services paid for by both the uploader and the downloader are paid for as a "global" or "general" expense to thier ISP. Uploading and downloading the programs doesn't increase the amount they have to pay. To go even further, once a free program has been made available on the intenet, the originator of the program could theoretically disconnect from the internet. Whereas he would no longer have any expenses related to the program, others could distribute it freely, absorbing the "costs" willingly as part of their internet subscription. The number of times they would pass on the program would not raise their costs at all.
