i think most ISPs already DO have a limit on bandwidth used... just most people don't hit it. i think if they do soemthign like that, then th edescision will be more based on their cost to deliver th ebandwidth and not any legal issues of what it's being used for.
on the other hand, if th eRIAA get's some kind of law passed, similar to the blnk media tax... that's a whole different story....
