The ideas put forth would work wonders for all involved.

Downloading isn't the worst problem in this country. I am more concerned about the latest economic predictions that might allow the government to take even more money from me, and NEVER give it back as promised (see the Greenspan stories on all the news sites).

As for charging for excessive bandwidth usage, NOPE! Like others have mentioned. A lot of legitimate usage is going on and how does the ISP determine whether it is music, movies, or the proposal that will make or break a company? I move around maybe 15-20GB a week in my network while telecommuting. D@mned if I'm going to get hit for excess-use fees just because I am doing my job!
