IBM is better at it, BUT
Microsoft has a lot of money and can afford to do a lot of promoting. Remember when MS started promoting lots of smaller NT servers (replacing the big, EXPENSIVE mainframes)? It worked until the IT department realized that updating hundreds of smaller servers was a lot more expensive and cumbersome than updating a few mainframes. IBM lost money for the first quarter in their history and IBM stock took a bad tumble. But about a year later the IT people were yanking out the NT servers and replacing them with new mainframes.

MS will probably take some of IBM's business, but will probably lose total market share because of Linux. Linux and Opensource software is coming of age and is ready for the AVERAGE desktop. More developers are moving to the Linux OS. Ballmer kind of skipped over the Linux issue, but MS is in for some tough times trying to maintain their existing dominance.
