Microsoft Can Charge More for Consulting
Microsoft can charge more for consulting than Accenture or any other "partner" or MCSE because of the blame game.

When you hire an IT consutancy you must manage that hire.

It takes little time in project management to see the finger pointing and it takes a lot of managment talent to resolve issues between the consultancy and software vendor when they are different. Talent commands a high salary and hence the folks with Project Manager in their titles get paid 200,000 plus per year.

When the software vendor is also hired as a consultant there is little finger pointing. It is always IBM's or the client's fault when things go poorly and there is less client management needed because there are fewer sources of blame. Hence newbe manager's can manage those projects and need not be so talented or highly paid.

Through legals into the mix and you introduce a lot of project risk. Might as well can the project when that is needed IMO. To the extent that Microsoft was and is a firm practicing law, consulting may or may not be profitable. Legals are compative. They go to war on the client and everyone else when collaborative effort is necessary for innovation.
