Caller ID is a MUST!
Part of the problem is tracking down the violators.
Just screening and blocking at the end user is childish.
Yes, it sells a lot of end user software, but caller ID
verification at the ISP ingoing AND outgoing will be
the better solution, cheaper and faster for all.

(All except those selling millions of copies of end user
software.)
