- DSL not the way

-Just about every place that has power also has a phone. And the phone network is already setup to handle data.-
The phone network was set up to handle voice data. The network has been adapted to handle binary data directly.
-It would require less money,time, and equipment to get DSL to everyone with a phone.-
Maybe, maybe not. The actual cost is dependent on numerous factors. I am not actually disagreeing with you on this one, just commenting that it's not necessarily 100% accurate.
-Long distance data transmission on a phone line is better understood than on a power line.-
That's currently true. But in the early 1900's Steam power was better understood than gasoline power. Yet gasoline powered autos are all the rage, while the Stanley Steamer is nowhere to be found outside of a museum. Just because something isn't understood yet, doesn't mean it shouldn't be explored/developed.
-DSL is the way to go to these rural areas. I bet it will get equal or better data rates over the same distances as power lines.-
DSL is connectivity is dependent upon proximity to the local telco exchange. For many rural areas, the distance to the local exchange would effectively bar access via DSL. For those people, transmission via power lines or cable would be more effective. My assumption is of course that the effective range over power lines is longer than that of DSL.
As for your two items of concern, I would like to know the answer to those myself.
The best thing about using power lines as a transmission medium is that it provides users with alternative access methods. Generally speaking, more suppliers means lower prices.
