waste of effort
Just about every place that has power also has a phone. And the phone network is already setup to handle data. It would require less money,time, and equipment to get DSL to everyone with a phone. Long distance data transmission on a phone line is better understood than on a power line.
The two items I would be concerned about were not addressed in this story. 1. what is the actual data transmission speed? 2. what kind of security would be implemented to protect the data transmission? If amateur radio operators are concerned about interference, then some hacker will probably exploit it to eavesdrop on your signals.
DSL is the way to go to these rural areas. I bet it will get equal or better data rates over the same distances as power lines.
