Microsoft became the market leader because they made deals with system builders. Most of the 95% that use Windows don't even know what they want. They only know they want something when it's put on the computer for them (hence IE becoming the dominant browser).

Microsoft doesn't care what its users wants, it only cares about what its stockholders want, and that's money. Keeping control of the desktop market ensures the money keeps flowing.
