Actually the Democrats have a good operable theory...

The Democrats have largely been talking about blue-collar jobs, yet the logic of their talk does affect white-collar jobs. If there are more BCs Stateside, then one could logically argue that they will be managed by Stateside managers? Call it trickle-up economics? Build a base at the bottom, which will lead to gains in the middle-management. The top-management has nothing about which to worry - no-on is yet talking about offshoring the CEO's job, eh?

Granted, a more active focus on "Information Manufacturing" would be greatly appreciated. And in that regard you are correct: no surviving candidate has focussed upon this aspect. Yet, I ask, which is better a candidate who peripherally focusses on something that will assist your career, or one who tells you that everything is "just fine" and there will be "new jobs once we retrain you" without any indication of how the retraining will be accomplished, nor what the displaced can be retrained to do that will not then be offshored.

That said, I approve of such a move by the government. I've never been in favour of overseas aid. The offshoring of Federal and State jobs exports the jobs, thereby decreasing the tax base, but not at an equal proportion to the money saved. In other words, we lose money on the equation and to continue paying for the offshore work; the government must raise taxes on those who continue to discover work locally. Far better to keep money gained from taxes in the Stateside economy rather than creating yet another overseas aid program, albeit an indirect one.
