They have provided such documentation, 12000 pages of it. Even more, they have propose to give access to source code of such protocols, to aleviate any ambigiuties. You can read the critisim of the eu on the page linked bellow and see what kind of document the eu is asking, such as ms should documents features so that some one with no familiarity with windows programing environment can write code to interoperate with windows, with no knowledge of ms conventions. That's just crazy. They don't know what they want. Worse, they and the so called competitors admit they haven't even read the all thing, but still object to it.
