Might as well sue Judge K-K directly.
Tangent's complaint is that U.S. District Judge Colleen Kollar-Kotelly has not been doing her job properly:

In its suit, Tangent claims that Microsoft "has not been complying fully" with the final judgment that was entered into in the government case in November 2002.

She is showing some interest in the case.

Microsoft might consider counter-suing for having to deal with a friovolous lawsuit. But then, whaty would Microsoft do with a bankrupt computer maker?

Were some people at Tangent ahm... bored the day they - a hardware company - decided that it would be a great idea to get one Federal judge to tell another that she's not being vicious enough?
