There is a difference
The look and feel of the two GUIs is similar. GNOME seems to have put a lot of effort in making it intutive and easy to learn, (beginner easy) at the expense of functionality. But it probably has less GUI functionality than Windows, and definately less than KDE.

KDE has a lot more functionality of the things that can be done in the GUI. An advanced user, who doesn't want to use the command line all the time would prefer KDE because of this. For a Linux purist who can use the command line in their sleep, I don't suppose it would matter.
