Who would? Who did...
Tablet PC - Acer, Dixons Group, Electrovaya, FIC, Fujitsu, Fujitsu-Siemens Computers, Hewlett-Packard, Legen, Motion Computing, NEC, PaceBlade Technology, Research Machines, Sotec, Tatung, Time Group, ViewSonic, Viglen, WalkAbout and Xplore Technologies

SmartPhones - T-Mobile, Motorola, Orange, Sierra Mobile, Galp, (formerly) Sendo, Visto, and others

PocketPC - All the usual suspects - Casio Computer, Cesscom, Compal Electronics, Compaq Computer & Hewlett-Packard, HTC, HTW, Intermec Technologies, Legend, Mitsubishi, Sagem, Symbol Technologies and Toshiba.

X-box - (formerly) Nvidia, soon to be ATI, but then the X-box is a branding and not a co-branding.

I certainly can't speak for the wisdom of these companies or their boards. Nvidia has lost money on the X-box and seem all too happy to unload the monstrosity on their competitor. Sendo and Orange have both switched off their Smartphone development. This week manufacturers of the Tablet PC were grumbling about the software overcharge they were paying to Microsoft. Take it as you may: greed sometimes overrides fear or intellect.
