I've seen a lot of that
The problem as I see it is the demand is no longer there. How do you justify paying a worker say $100,000 a year when you have 1000 other skill workers willing to do that same work for $75,000 or even $50,000 per year. It's not just H1B people working for less it's the regular citizen with a mortage who is out of work willing to that.

The developers where I work had to take 15% roll back wages to keep thier jobs. But then that's the understanding with thier job. They made more when market value was high for thier job due lack of skilled workers and high demand for work. Now the opposite is true.
