If there is actually a need for H1B's, then require...
... that the companies:

1. Pay prevailing wage. The company applying for the H1B visa must document from wage data supplied by companies in the same area. That means maintaining a data base, which may mean hiring people to maintain it. Any complaints?

2. Hire qualified US applicants first. The job would have to be advertised in certain media for a certain period of time. When the company certifies that no applicant met the criteria for the job, a number of applicants will file age discrimination complaints and probably win.

3. Train US citizens for the job. Any company with H1B workers may not lay off other workers in similar jobs until the H1B workers have been replaced by current employees. Computer programming is a single job. Thus, companies will be motivated to train replacements.

How's that?
