H1B holder ARE paid less. Yes the law says they have to be paid the same but then there is a law that says I have to drive 55 mph on roads I drive at 70 mph on. H1B holders are paid less and worked harder. They are less likely to ***** and will take abuse that Americans will not.

Besides, their colleges are not infected with political correctness, etc. so they are typically very well educated (often better than Americans) and have a better work ethic in many cases. Hence, it is a very popular program.
