"The H-1B visa program allows skilled foreign workers, such as programmers, into the United States for up to six years. U.S. employers do not have to attest that they sought U.S. workers to fill the job before applying for a visa, but they are supposed to pay the prevailing wage to the guest worker. The cap does not apply to institutions of higher education or related nonprofit groups, or to nonprofit research groups or governmental research organizations. "

It looks like the universities can get H-1B professionals at will, as well as any company that can offshoot a non-profit branch. The part that gets me is that these institutions (and businesses) do NOT have to show that they tried to hire local first.

As for "prevailing wage," there's the joke. Who's prevailing wage are they referring to? Usually the companies pay what would be considered an obscene amount of money for the home country, but barely living wage in the US. Of course those companies are demanding a fix to bring in more!

Here's an idea: Most of the entities requesting workers under the program provide room and board along with the wages. So, instead of allowing H-1B visas for foreigners, why not have a program under the same conditions and our own people for the work? You have a lot of recent graduates or laid-off tech people that would probably jump at the chance for more experience.

Who knows? The companies involved just might get some decent workers that wouldn't go back home and use what they learned against us.
