This analogy flawed too
It does not matter that a competitor could give away hovercraft to promote runways. That is an advantage that the runway supplier enjoys in the overall market and you need to become a runway maker if you want to compete. There is no right to an easy life just because you want to compete on only a narrow issue. You cannot require that a broad base supplier stay out of your market, that is against the law.

The anti-MS crowd condemns MS for suggesting to NSCP that they would stay out of browsers if NSCP were to supply browsers for free or else for little reward with Windows. I don't think there is any law against agreeing to not enter a new market anyway. If you have no share to begin with, how can you split the market with someone else?

All they could say was "Look here, we are capable of entering the market and we will enter the market if you do not supply us with what we need on the terms that we need." NSCP chose to not supply the browser on those terms and MSFT could not compel them to do so, so browsers became free. That was a win for the consumer.
