Of course it's not doing much for the tax payer.
The policing effort is intended to rectify past behavior. Very much past. The Appeals Court decision that led to the settlement was in 2001, and that's after Judge Jackson's performance.

The behavior that was the subject of the case is approaching 10 years old. Correcting it now does nothing for the taxpayers in general and the users in particular.

The competitors affected so long ago have already moved on, as well as they might. Microsoft has paid what was considered a fair price by the recipients of the money.

Thebest way to describe the current situation is a formal healing under the jurisdiction of the Courts.


As far as breaking them up is concerned, Microsoft will need all its resources for the final push against Unix.

Novell and Sun are not in a good position currently, and Oracle is bulking up with cumbersome applications. I'm not sanguine about the chances of any of those three companies.

If any or all of them fail shotly, some company will have to pick up the pieces. Nicrosoft has to be ready and waiting.

Ten years from now when 85% of all computer software in use comes from Microsoft, there'll probably still be court cases to refight old battles. But the battles will be old and long decided.
