I am not sure...
Last I checked (late 2002) Open Office had Hindi and Tamil supported. At the time, other languages were in the works. Right now, you can type and format in the other languages, but I haven't tried out full support for them yet.

KDE will be localized in Hindi soon or is in the works (I think Qt is done). Gnome is already in Hindi, but don't know about other languages. So I would say a very basic Linux desktop environment is localized in Hindi and is pretty close for other languages.
