Yes there is work for Java Coders in Seattle
Contrary to the myth, Seattle and Washington State do turn out coders oriented to the "other than Microsoft way" of doing business. While the programs at Western Washington University and the state Department of Information Systems, may have been encouraged to whither (by lobby efforts of the found guilty of anti-trust violations company) any governement agency that works with other states and the federal government finds Microsoft's way limiting as does any company such as Boeing that sells to governments. Boeing may have moved to Chicago just to get away from the oppressive marketing tactics of Microsoft;>)

In the move to ISO standards, APIs have to be documented so that when the code doesn't work as described in the documentation it is apparent that there is a quaility failure. As EU and the world have implemented ISO, so must any company that expects to deal in the world economy. The isolationist policies of the US that insolate companies like Microsoft who fail to provide ways to measure quality, are pretty much over.
