I think you misunderstood him
Yes, Linux is open source, but he's saying not all open source is Linux. And that's true enough. He like to tout FreeBSD, and certainly that is an excellent open source project with no ties to Linux.

However, perhaps what he does not realize is that the article is about OpenOffice and KDE language localization, and those can both can easily ported to run on the UNIX operating system of your choice, including FreeBSD. The article mentions that these both are popular in Linux, but the article is NOT about Linux.

Also he seems to concede that open source is the best option for people who speak uncommon languages (by uncommon I mean few people speak them). Well, as long as proprietary companies are willing to concede these people to open source, I don't think anybody has any complaints coming.
