jMS did not do it because there was no competition.
There are many advantages to being first in a market and developing it, even if there are no profits right away. When the market develops, you will have a leg up on competition. That assume of course that there is competition of course. Microsoft could afford to wait, since there was nobody else competing, they would use Microsoft in the end anyway, once the market developed.

The times they are a changin'.
