I think what he means is that by having such an aggressive release cycle, there would be overheads in terms of support and maintenance. Just imagine that you have to do reinstalls 3 times a year for about 100-200 PCs throughout your entire company. Although you do not always need to be at the most current version, but what if you need to deploy an application that runs only on, say, Core2 but not Core1. Then, we would need to make a choice of moving all of the Core1 people to Core2 or just let all the Core1 guys take a break till the Core1 maintainers come out with a back port. Not very enterprise/business friendly I must say.
