It really does make sense

The 2.6 kernel is not considered experimental (as shown by
the even number).

"#2 why the need for so many releases?"

Because many of the software projects go through major
changes during the life time of a distribution, and
sometimes these changes break things. For example, the
move from Samba 2 to Samba 3 resulted in significant
changes to the format of the configuration files and tools.
The move to PHP4 had much tighter default configuration
setting resulting in many web application failing to work as
they relied on the weaker methods used previously.

It isn't acceptable for *nix distribution that these
things break without warning (eg via mailing lists). So you
find that within a particular distribution's life-cycle bugs
and security warnings will be back ported, where possible,
to be compatible with the version of the software that
shipped with that distribution. This obviously gets much
more difficult the further a distribution base code is from
the current version of a project.

It isn't desirable for every admin to take a server offline,
update and test for every new distribution. We'd prefer to
do this once a year (or many years).
