A few corrections
1) No, Microsoft put forth their solution, the MA IT Dept chose not to consider it.

2) Yes, they believe they have reason to "kvetch". The argument is they were unfairly excluded from consideration.

3) Groklaw is a poor site to choose for getting an unbiased history. If you choose to use Groklaw, be aware of their pro-OSS bias and also read up from sources on the other side.

The best bet is to use AP or Reuters or your preferred news outlet and do a search for MA and document standards.
