Massachusetts Target of Wrong Doing from Microsoft
The state of Massachusetts was one of the first to call attention to the monopoly practices of Microsoft and it is impossible to fathom that Microsoft hasn't been involved in influence peddling in the state, the evidence of that being the phrase "contested by state polititions" in the article.

A culture of win-at-any-cost, also known as a culture-of-corruption, still exists at the company and it is reflected in pc purchases at state and other government entities who foolishly support Microsoft's volume discounting program.

This program penalizes agencies within state and other governments who have no cost justification arguments that can support the purchase of Microsoft products especially given the security issues involving them. These agencies often do not use any Microsoft software other than an operating system product and even that is changing.


What happens is that when the state or other government organization duped into a volume discount Microsoft contract can not make the agreed to volume, those who decided to enter the volume discounting arrangement, begin preasuring agencies to include approximately $350 of Microsoft Software to each future PC purchase - even if there are no long range plans to ever use those products because the agency is just going to load products it already owns onto those computers. Budgets for hardware are not approved otherwize because should the volume discount be lost owing to missing the agreed to number of software sales, the state or other government overall is liable to Microsoft for the higher cost of software at agencies that actually use their products.

MIT brought the world the $100 wind up PC/phone as well as the Microsoft anti-trust law suit. Peter Quinn's book will be a must read for everyone involved in the tech industry. God speed his expose! It will be only part of the cost of a Microsoft "win". Exclusion from state and federal bidding for a period of several years will be the rest. Its a brave new world, corruption ala Enron Exon, Tyco, Worldcom and Microsoft's own Global Crossings isn't being tolerated.
