wiretap and 911
I think the FBI wanted VOIP to be ruled a phone service so that (if I understand it properly, maybe not) they could have permission to wiretap easier. A phone service falls under the Patriot Act, allowing easier tapping. I don't like the idea of wiretaps being that easy; National security or not, they have plenty time to run out and get a warrant, thus providing oversite.

As for 911, many VOIP providers are providing 911 service, by routing 911 calls to the local 911 exchange , once an address in provided. Being that my phone goes out about as often as my cable connection and my DSL connection, I am not worried about the service.
