Not usable by Open Source/Free Software
Indeed. If there were no restrictions on using what you can learn, we would have already licensed the protocol documents (bad as they are). However these protocol licenses (and I'm assuming the source code would be under a similar license) have clauses preventing any code developed using knowledge from the documents being released in source code form.

In other words, no sharing of knowledge. The intent is to prevent Open Source/Free Software interoperability with Microsoft Windows and only allow closed-source interop. Closed source companies can be controlled and killed (ref. "cut off their air supply") by monopoly power you see. Open Source/Free Software cannot.

Microsoft understand fully where their only possible competition lies.
