Clarification for you Yen
Microsoft is NOT trying to compete with print publication tools like InDesign etc. Nor are they trying to compete with Photoshop or Illustrator. These tools are for software design. The goal is to provide designers who work on software development projects with better tools for UI design.

BTW, I don't think Microsoft ever said that Publisher or PhotoDraw or similar products were targeted at professionals. They are intended to be easy to use tools for individuals or, in some cases, small businesses. I know very few average joe's who wouldn't be scared witless by InDesign, Photoshop or Illustrator.
