Stopping Spam Mail
Senders of spam mail should be fined for each such mail.

Domestically, this can be handled quite directly. Foreign spam should be handled similarly. The US government should submit monthly invoices for the amounts of the fines to the diplomatic missions of the respective countries. This will force those governments to stop the spammers in their countries.
