What, exactly, does this have to do with it? All that is required is to be able to trace all e-mail back to it's origin. You don't need to know the name of the sender for that.
Of course what you suggest would be the dream-come-true for sexual predators or child molesters. I'm certain they would prefer nobody be protected by anonymity. Probably the largest lobby group in DC against anonymity is perverts.
Any laws prohibiting anonymity on the internet must be weighted against possible harm to the public. Laws prohibiting anonymity couldn't be justified. Nor could they be enforced against those in foreign nations.
