I'll take their word for it
"Only 3 percent of bulk commercial e-mail includes a valid U.S. postal mail address and a valid link to opt out of future messages"

I'll just take their word for it. I do not open spam messages at all. I have turned off my preview pane in Outlook Express and I delete all messages that appear to be spam (which is pretty obvious from the subject lines). Fortunately, I still have a relative low volume of this junk; only 4 to 8 messages per day.

I have no doubt, however, that the statistics quoted are correct and will NOT improve. This law, as well as any other law which may be passed in the future, is completely unenforceable so long as total anonymity is possible on the internet.

Stopping spam will involve developing a technical compromise between privacy advocates and anti-spam advocates.
