Which "Open" or "Standards based"?
"to adopt standards-based products for storing documents starting in January 2007."

Which is it, "Open" or "standards based"?

Do I or the maker of the tools I use, have to agree to a contract in order to access & edit that document?

That's what it comes down to, the terms of the contract are irrelevent. Whether I accept it directly, or a Wordprocessor maker accepts it on my behalf is irrelevent. It's whether I'm given conditional access via contract to my documents.

"standards based" is meaningless, a standards body are just blokes in an office trying to justify their existance. Most offer no protection from contract restrictions.
