1.The popup flaw was a bug, this was addressed by a patch. This no longer occurs.
2. XPSP2 turns on the firewall by default
3. XP has passed the government's "Common Criteria".

It's not the "most secure OS ever" (and I don't believe it was ever marketed as such) but it definitely was a vast improvement.
