Run as a limited user and you'll never be prompted to install an ActiveX control. They will not install.

The Outlook email vector has been essentially plugged since Outlook 2002 and some patches for Outlook 2000 way back. It shows HTML emails in the Restricted Zone, so I don't think they "designed" it so emails can "do things to your machine." And again, if you're a limited user, Outlook can't do anything malicious.

Windows 95/98/Me is indeed insecure by design. You are always an admin and any program you run can do anything it wants to your machine. NT was designed with builtin security so that you can limit what your user account can do.

Recently, XP was certified under the government's Common Criteria program (http://niap.nist.gov/cc-scheme/st/ST_VID4025.html). This page details some of the security elements in Windows: security auditing, identification and authentication, security management, and user data protection. Remember, security isn't "having no bugs".
