The recovery has started towards the end of the Bush administration, Clinton has a good recovery but the recession started towards the end of his second term and the economy is starting to come out of it.

YThis is nothing new. It has happened in almost every administration. They either get a recovering or good or a bad or declining economy from the previous administration. If Gore had been elected the economy would have acted the same as it did.
