You do as it is done now. You register in your home state. You request a ballot. If in the military, you go before an officer and they verify that you did cast it or if overseas as a civilian, you go to the embassy or consulate and have it varified there. You then mail it back. That way it can be varified that the person named did in fact cast the ballot.
