MS XML has an extremely small market share and few third party products
can read and write it. The older .doc format, yes, many can read and write it, but not without problems because of lack of documentation. And, therein lies the problem. Massachusettes wants a fully documented freely implementable that can be read and written by all without problems. Microsoft has a huge finacial incentive to maintain incompatibilities.

So, if Microsoft thinks this is all about usability and features, why do they need licensing tricks and why are they afraid of ODF???
