There's a huge differnce between having a contact with Microsoft and say Canadian Workers than having visitors working in place of those Canadian workers. Here is Canada the business must prove that the can not find any one who is Canadian to do the work before they can bring someone in from outside the country. I know guy from the UK working IT that had to go through the process of the company looking for a qualified Canadian worker first before they could hire him. Kind of like how Uinions do it with internal and external posting of job opportunities.
