Drink an apology
I'm looking forward to reading about how their trials have failed, productivity has gone down, and high turnover rate of employees for not having the right tool for the job. Then I can come back and say "I told you so!" Don't say I didn't warn you.

And if, after all the problems you predict do (and will) happen; the City of Manheim ultimately succeeds, will you come back and apologize for what will likely be many obtuse accusations and inaccuracies?

Brass tacks: Every transition involves pain. Well into 2002, I worked contracts at a Fortune 100 corporation that was yet running their desktops on a much hacked Windows 95 technology base. Why? According to the guys on the Windows side of IT: the pain of migrating customizations and dependent infrastructure was "painful" and would require several years - they said this every year from 1998 to 2004, when I finally walked into offices upgraded to XP-Pro.

Now, the point is not that Microsoft products are expensive and painful to migrate. The point is that anything is. Yes, for any OS, trials fail (that's why they're trials), productivity goes down (people need time to adapt), and employees quit or are fired (because they cannot or will not adapt) for not learning the new tools for the job. Dinosaurs belong in the museum.
