You're clearly referring to the idea of ripping Internet Explorer tech out of Windows 98. A ridiculous idea on many levels.

The fact is, Windows 9x was never meant to be modular. It was never built with branches for different final products. In order to make a second "version" of Windows 98, they would've had to maintain a completely seperate project.

Windows NT has always been modular. The same base code is used for XP Pro, Server 2003 Standard, Advanced Server, Datacenter, Web Server, Embedded Edition, Windows PE, etc.

It only takes a few compile-time options to include different OS parts to get a certain end build.

Longhorn will take this philosophy even farther... allowing them to easily build custom Windows 6.0 variants for whatever job needs to be filled.
