I wouldn't be surprised if they never deliver the Vista at all. They've been working on it fo so many years with --supposedly-- so many resources. And then what? NOTHING happened... Just a bunch of icons (probably copied from KDE).
These people don't care for as long as the public only needs to hear some new buzzwords and see the smokes and mirrors from time to time in order to keep buying their silly s/w.
These people are irritatingly inept and lazy.
