the statement.

"Umm come on guy, which is it? Are they incompetent or should
they be able to do it easily?"

There's no contradiction in pointing out that they are large and
possess massive resources and that they do bad work. Some
kinds of incompetence are immune to intervention, regardless of
how much money and human resources are available.
Organizations that exemplify this are typically large,
bureaucratic organizations run by autonomous individuals with
arbitrary authority. Does this remind you of anyone?

"innovation is blocked by standards in a way nothing else can."

Actually, autonomous individuals with arbitrary authority are
much more effective in blocking innovation. If they run a huge
corporation with monopoly power, they can even cripple an
entire industry.
