Joe user definitely would NOT login as root. The average Windows 2000 user doesn't(or at least shouldn't) login as administrator and is prohibited from doing so in a corporate environment.

Why on Earth would you want a user to be able to install applications? Why do they need to have the ability to execute an .exe?
